Subject: Application of National and European Mechanisms for Prevention of Radicalisation and Combating Hate Speech Concering Public Statements Threatening the Security of Roma People in Bulgaria
Dear Mr. Minister,
Please find attached an open letter in Bulgarian and English signed by 66 Bulgarian citizens of Roma origin, living and working in Bulgaria, Canada, France, Germany, Spain, Turkey, the UK, and the USA – representatives of academia, culture, and civil society, including the Romanes European Network, the Filipovtsi Initiative Committee, and others. This action is prompted by the statement made by Prof. Dr. Tatiana Dronzina from Sofia University ”St. Kliment Ohridski” regarding the ”Roma problem,” published on Facebook on August 27, 2026, which ought to be examined within the context of her previous public statements in her capacity as an ”expert on terrorism”.
This letter is addressed to you, as the Ministry of Interior holds the lead role in the implementation and coordination of the National Strategy for the Prevention of Radicalization and Terrorism (2026–2030) in connection with ProtectEU Internal Security Strategy.
Summary of the questions raised in the letter:
- Does the Prof. Dronzina’s statement constitute a form of radicalization / radicalizing speech / hate speech?
- Are there grounds to refer the matter to the Prosecutor’s Office under Article 162 of the Penal Code?
- Does this statement legitimize the ideology of extremist organizations in Bulgaria and the EU, such as ”Blood & Honour”, which likewise view the Roma as a ”problem”?
- What measures will the Ministry of Interior take to protect minority and vulnerable groups framed as a ”problem” or ”threat” by university professors who train law enforcement and security personnel?
- Have Prof. Dronzina’s views influenced policies, programs, and projects (including EU-funded ones) targeting the Roma population within the Ministry of Interior, the Ministry of Education and Science, or other state agencies?

Уважаеми господин Министър,
Прилагам отворено писмо на български и на английски език от 66 български граждани от ромски произход, живеещи и работещи в България, Великобритания, Германия, Испания, Франция, Турция, САЩ, Канада. Поводът е изявлението на проф. д-р Татяна Дронзина от Софийския университет ”Св. Климент Охридски” относно ”ромския проблем” в платформата Фейсбук от 27 август 2026 г., което следва да се разгледа в контекста на предишни нейни изявления в качеството й на ”експерт по тероризъм”.
Писмото е адресирано до Вас, тъй като на МВР е възложена ръководна роля в изпълнението и координацията на Националната стратегия за превенция на радикализацията и тероризма (2026-2030) във връзка с Европейската стратегия за вътрешна сигурност ProtectEU.
Резюме на въпросите поставени в писмото:
- Представлява ли изявлението на проф. Дронзина форма на радикализация / радикализираща реч / реч на омразата?
- Налице ли са основания за сезиране на прокуратурата по чл. 162 от Наказателния кодекс?
- Легитимира ли се по този начин идеологията на екстремистки организации в България и ЕС, като ”Кръв и чест”, които също разглеждат ромите като ”проблем”?
- Какво ще предприеме МВР за защита на малцинствени и уязвими групи, обявени за ”проблем” или ”заплаха” от университетски преподаватели, обучаващи кадри за правоприлагащите органи и службите за сигурност?
- Повлияли ли са възгледите на проф. Дронзина върху политики, програми и проекти (включително финансирани от ЕС), таргетиращи ромското население в рамките на МВР, МОН или други държавни ведомства?
