
Working under the authority of the Committee of Ministers and as a subordinate body to the Steering Committee on Anti-discrimination, Diversity and Inclusion (CDADI), the Committee of Experts on Roma and Traveller Issues (ADI-ROM) has been tasked with working on a draft Recommendation on desegregation and inclusion policies and practices in the education of Roma and Traveller children by 31 December 2026, taking into account the feasibility study on desegregation and inclusion practices.
This deliverable is also closely in line with the Council of Europe`s Strategic Action Plan for Roma and Traveller Inclusion (2020 – 2025), Priority 5.3 “Supporting access to inclusive quality education and training”. Moreover, it comes as a logical follow-up to the multi-annual action on quality inclusive education, the joint EU-CoE Programme INSCHOOL “Inclusive schools – making a difference for Roma children”.
The working group, comprising ADI-ROM members from France, Greece, Hungary, Slovakia and Switzerland, as well as several Roma and Traveller civil society representatives, began its work on 28 February 2025, holding its first online meeting to structure the outline of the recommendation.
On 9–10 September 2025, the working group discussed the first draft of the recommendation, which will be presented at the 12th ADI-ROM meeting and subsequently at the 12th CDADI meeting. Further consultations and work on the draft text of the recommendation will continue in 2026.
