Towards Quality Inclusive Education – key concerns and opportunities for educational inclusion of Roma children

In the framework of the Council of Europe`s Strategic Action Plan for Roma and Traveller Inclusion (2020 – 2025), Priority 5.3 “Supporting access to inclusive quality education and training”, the Roma and Travellers Division organised a peer policy webinar as one of the follow-up actions to joint EU-CoE Project INSCHOOL “Making a difference for Roma children”.

The webinar brought together over 25 policymakers, educators and Roma civil society representatives from Bulgaria, Czechia, Portugal, Romania, Slovakia and the United Kingdom. Led by a team of experts from Barcelona, the event provided a collaborative space to exchange views on the key concerns and opportunities for the educational inclusion of Roma children.

Roma children across Europe continue to face disproportionate barriers in accessing quality education. Segregation, low enrolment rates, early school leaving, and lack of culturally responsive curricula are persistent challenges. The webinar served as a platform to explore systemic solutions and community-driven strategies to address these issues.

As part of its broader commitment, the Committee of Experts on Roma and Traveller Issues (ADI-ROM) has been tasked with preparing a draft Recommendation on desegregation and inclusion policies and practices in the education of Roma and Traveller children. This important instrument, expected by 31 December 2026, will serve as a key resource for educational stakeholders and policymakers across Europe.

The webinar reaffirmed the shared responsibility of all stakeholders—governments, educators, civil society, and Roma communities—to work collaboratively toward an education system that leaves no child behind. As the Council of Europe continues to support inclusive education through standard-setting and co-operation activities, more comprehensive actions in this domain are anticipated within the implementation of the new Strategy for Roma and Traveller Inclusion (2026 – 2030).
