New Council of Europe educational tools support police academies in addressing racially motivated crimes against Roma and Travellers

The Council of Europe has published a new two‑volume set of educational resources designed to support police academies and police schools strengthen their response to racially motivated crimes, hate incidents and antigypsyism affecting Roma and Traveller communities.

Prepared by the Roma and Travellers Division, the publications respond to findings of the  European Court of Human Rights, and concerns raised by the other Council of Europe monitoring bodies regarding ineffective investigations, racial profiling and the failure to examine racist motives in violent incidents involving Roma and Travellers.

Volume 1 provides a cross‑cutting fact sheet outlining the nature and impact of racist violence, the duty to investigate possible racist motives, the use of bias indicators, the importance of recording racist incidents and collecting disaggregated data, and measures to build trust between Roma communities and law‑enforcement authorities.

Volume 2 contains country‑specific fact sheets for Albania, Bulgaria, Hungary, North Macedonia, Romania, Slovakia and Ukraine. Each fact sheet summarises key findings from Council of Europe monitoring bodies, relevant European Court of Human Rights judgments, and provides a structured learning and training plan tailored to police academies.

To support wider use in member states, the educational tools are available not only in English, but also in Albanian, Greek, North Macedonian, Romanian and Ukrainian.

These resources contribute to the implementation of Roma and Traveller‑related judgments of the European Court of Human Rights and align with Recommendation CM/Rec(2024)4 on combating hate crime, which calls for enhancing training on hate crime in police academies.

These educational materials are complemented by the Council of Europe’s police toolkit on addressing racially motivated crimes against Roma and Travellers, available in English, Bulgarian, Italian, Slovak, Hungarian, German, Greek and Romanian.
