New report calls for urgent action to rebuild trust between Roma communities and police across Europe

A new thematic report, which the Committee of Ministers of the Council of Europe has taken note of, highlights that Roma communities across Europe continue to face widespread mistrust towards police institutions. This mistrust is rooted in experiences of ethnic profiling, discrimination, excessive use of force, and inadequate handling of complaints and hate crimes.

Roma women often face additional barriers in seeking justice or support from authorities, driven by both historic and ongoing antigypsyism and gender-based discrimination.

The report highlights a growing number of positive initiatives emerging across Europe, such as the appointment of community liaison officers, participatory police training programmes, and targeted recruitment of Roma into law enforcement. These efforts are helping to build bridges and improve co-operation between Roma communities and the police. While challenges remain—such as ensuring independent investigations and further encouraging the reporting of hate crimes—the report emphasises that these innovative practices offer a solid foundation for progress and demonstrate the potential for effective, trust-based partnerships.

The report urges member states to intensify efforts to foster genuine dialogue between police and Roma, ensure culturally and gender-sensitive support and reporting mechanisms, and invest in continuous anti-discrimination education for police officers. Close co-operation with Roma civil society and robust oversight of police conduct are also highlighted as essential steps for building trust and upholding human rights.

The report encourages member states to turn these recommendations into concrete action, stressing that real progress is vital for equality and the effective protection of all citizens’ rights.
